Panel borders, man. I wish I had a program that I could use just to add panel borders, voice balloons, and maybe text to my final images. Clip Studio Paint is overkill, and is optimized for drawing you entire comic in it, preferably with an expensive touch screen. I've used Comic Life on some projects, but it's oriented the other way — it's all about turning photos into very lightweight "comics." I've got PS Elements, but it doesn't do things like panel borders or voice balloons as re-scaleable objects. I need Quark or InDesign, but... cha-ching. (That's an "I don't got that kind of money" sound.)

Have you tried Medibang Paint (no pun intended, that is it's name) it's a free art program for comics https://medibangpaint.com/en/

The art and panel layout looks just fine to me...unless it saves you time, 'there ain't no point in fixin' what ain't broke'

Krita's an interesting program, but probably not what you are looking for, that's another thats really designed for the whole workflow. Maybe Vectr? I would have suggested Inkscape, but that can be clunky in my experience (but powerful). They are both vector graphics though, but you can obviously import a bitmap
